Second Anniversary of the Pervert Barry Phelps’ Demise

Today, 5 July 2012, marks the second anniversary of the pervert Barry Phelps’ political demise, forced out of office on this day for his distribution of lecherous images of young boys.  This blog was instrumental in revealing the sick mind and activities of this disgusting pervert.  Below, we recall some of the players in this sickening debacle:

BARRY PHELPS

Conservative councillor for Earls Court, Phelps used RBKC’s email system over the course of several years to distribute disgusting images and captions of young boys to a select and secretive list of recipients.  Phelps is known as being a bully, spiteful and downright nasty specimen of the human race, but simultaneously, a coward.  Whilst a councillor for the RBKC, he was known to unlawfully breach data protection rules if his purposes were served.

[Edit, 9 July 2012]:  Phelps ran from his RBKC funded computer and internet connection, and using his RBKC email address,  a secret email ring to a select list of recipients, sending out what some might construe as child sexual abuse images.  Although, these images did not quite meet the criminal standard, they were, nonetheless, dispicable and perverted, and showed as his object of desire, young boys.  As stated below, recipients included fellow perverts on the committee of the Earls Court Village Residents Association, and fellow councillor, Mark Daley.

MARK DALEY

At the time, Mark Daley was the Conservative councillor for the Cremorne Ward, Kensington and Chelsea, and was on Phelps’ select and secretive list of recipients.  Made several excuses when caught.

GAY WILSON

Personal friend of Barry Phelps, and on the committee of the Earls Court Village Residents Association.  When Phelps resigned, she came out fighting for him, and called for his reinstatement:  http://kensington.londoninformer.co.uk/2010/07/councillors-resign-over-email.html  What she failed to disclose was that she too had received Phelps’ disgusting pictures over the course of several years.

ECVRA COMMITTEE MEMBER

This Earls Court Village Residents Association committee member is a good friend of Barry Phelps.  He once stood for Parliament, but failed to achieve his goal.  He stated several times that it took him a while to earn Barry Phelps’ trust,and to get on Phelps’ email list.  He is also known to send dog excrement to residents living in the area; one notable recipient served in the governments under three different Labour leaders.

ROYAL BOROUGH OF KENSINGTON AND CHELSEA, CONSERVATIVE COUNCILLORS

Where do we start?  The council itself, Royal Borough of Kensington and Chelsea, failed to condemn either Barry Phelps or Mark Daley. Instead, officers of the council deliberately breached data protection laws in assisting Phelps.

Neither did any of RBKC’s Conservative councillors condemn Phelps, even when some were specifically written to and asked about the matter.  It is for this reason or when instructed to remain silent on the matter, that this blog calls these individuals perverts.  Instead, senior officers within RBKC came out defending Phelps, and a female officer insisted that Phelps’ behaviour was “warranted” at one point in time.  Pervert defender, Jennifer Ware of RBKC’s Standards Committee and also of the Earls Court Society came out in Phelps’ defence:  http://kensington.londoninformer.co.uk/2010/07/councillors-resign-over-email.html  Ware’s fellow member on the Earls Court Society, Malcolm Spalding (friend and neighbour of RBKC Conservative leader, Merrick Cockell), who stood as the Conservative Candidate to replace Phelps in the Earls Court ward, also failed to condemn Phelps when personally written to.

This is a council which has few morals, and its actions led to the concealment for several months that another one of its councillors, Conservative councillor Andrew Lamont, had been caught up in a scandal involving children.  In this instance, Lamont was charged, tried and convicted for possessing child sexual abuse images.

EARLS COURT VILLAGE RESIDENTS ASSOCIATION

The Earls Court Village Residents Association is fully embroiled in the Barry Phelps’ scandal, with two of its committee members receiving over the course of several years, the disgusting Phelps’ emails, and by also defending Phelps in public.  A third ECVRA committee member denounced this blog as “not being nice” to the male committee member who received Phelps’ depraved emails, when this blog revealed that committee member’s activities.  No committee member of the Earls Court Village Residents Association has yet to publicly denounce Barry Phelps’ conduct or the conduct of its own committee members.  Instead, the Earls Court Village Residents Association has remained publicly silent over its deep involvement in this scandal.

SHIREEN RITCHIE

A rather vacuous individual who was easily impressed by titles and celebrities.  She was the former Conservative councillor for Brompton ward in Kensington and Chelsea, but her main claim to fame was being Madonna’s former step mother-in-law.  At Kensington and Chelsea, her portfolio included that of vulnerable individuals and children, and child protection issues.  In that role, one would have expected her to distance herself from the pervert Barry Phelps.  However, she remained in constant touch with him.  She was none too bright, and what she was credited for, was always the hard work of other individuals.

Unlike the public persona that was created for her, Shireen Ritchie was a truly uncaring individual.  As soon as her husband fell ill, she placed him in a nursing home in order that she might proceed with her own life without many encumbrances.

Merde! ECVRA Committee Member Kicks Up A Stink

The blog has learnt that the individual who raised concerns over the Phelps’ emails that were sent, inter alia, to ex-councillor Mark Daley, Gay Wilson of the “Earls Court Village Residents’ Association” (ECVRA) and another member (xxx) of ECVRA, has been criticised by another member of ECVRA as not being “nice” to xxx.  Let us remind ourselves that xxx was a recipient of the Phelps’ emails, as well as the sender of dog “merde” to at least two households.

DOES THE ECVRA NOT HAVE ANY SHAME?  Instead of being concerned about images that are abusive towards children, or that possible crimes might have been committed, it appears that ECVRA is more concerned that individuals should be “nice” to perverts they are friendly towards.

Did ECVRA refer either of the two matters to the police?  No it did not – all it was concerned about was hushing the matter up which they were knee deep in!

RBKC COUNCILLOR GUILTY – PAEDOPHILE

Andrew Lamont of Swanscombe Road, Notting Hill, a former nursery school governor and Conservative Councillor for Norland ward, Royal Borough of Kensington and Chelsea (RBKC) has been found guilty on four counts of downloading indecent images of children and four counts of possessing extreme pornography involving animals at Isleworth Crown Court.  Although Lamont pleaded not guilty, he was sentenced to an unduly lenient sentence of 6 months in custody, suspended for 18 months, and fined £20,000.  Lamont was also ordered to pay £5,270 towards costs and ordered to sign the Sex Offenders’ Register for 10 years.

Andrew Lamont is the third RBKC Conservative councillor who has had to resign due to inappropriate images of children since the last local elections held in the borough in 2010.

Phew, that was a long rest!  The blog didn’t anticipate being quiet for so long, but events overtook the running of this site.  Apologies – once again!

We were made aware a couple of days ago by our friends over at www.fromthehornetsnest.blogspot.com that alleged filth has, once again, taken over the Royal Borough of Kensington and Chelsea.  As with ex councillors Barry Phelps (a good friend to some of his fellow perverts on the committee of the “Earls Court Village Residents Association”) and Mark Daley, this alleged filth involves images of children (and also animals).  However, in this instance, former Councillor Andrew Lamont of Norland ward has been charged with several offences.  He will be committed by West London Magistrates Court to the crown court at some future date.

Down And Out In Earls Court

The blog has been informed by a resident of what is the first positive sighting in Earls Court of the pervert Barry Phelps since his resignation in July.  Our correspondent described Phelps as a much diminished man, nervously shuffling his way out of Sainsbury’s on the Cromwell Road, looking around in case anyone should recognise him.  Prior to the scandal, Phelps was often to be seen cycling around Earls Court as if it was his domain and he was its lord.  He was puffed up, arrogant, and bloated like a tick freshly fed on blood, on the generous allowances and other benefits and freebies, including a laptop, free broadband connection, and Blackberry, all of which facilitated his lascivious boy perving.

Now that his snout is no longer in the Town Hall trough, gorging like an over-sized hog destined for the abbatoir the next day, our correspondent has reported that Phelps appears, although still rotund, to have less quivering flab draped around him.  Even his beard is less full, and his chin is less stuck out in prideful arrogance.  He looked very crestfallen, or possibly shamed, knowing that people recognise him for the disgusting pervert that he is.  As he no longer commands at his disposal the Council resources to illegitimately bully residents, and exact personal vendettas motivated by spite against residents, it is as if his beard has been yanked off and his power removed like the biblical figure Samson.  Our correspondent informed us that Phelps looked somewhat scruffy, like a down and out you might charitably give 10 pence to.  However, we should remind ourselves that Phelps still has his many properties and a British Virgin Islands trust to console him.

What is of concern is if and when this disgusting man should seek to return to polite society and respectability, perhaps even some role in politics, such as his fellow ex-Councillor, Mark Daley, is now attempting.  Phelps is back in town and this blog will keep our readers informed of any facts concerning any attempts he might make to return to public life.  This blog will serve as a reminder of his depraved conduct which led to his resignation as a Councillor, and it is hoped that no political party or local societies or Residents Associations would wish to be associated with him or appear to condone his actions in any way. 

What Next, The Rehabilitation Of Pervert Barry Phelps?

Following on the disturbing news that ex-Councillor Mark Daley is planning a comeback (see http://barryphelps.posterous.com/email-scandal-ex-councillor-mark-daley-seeks ), readers might well ask if Phelps would have the audacity to do the same?  Clearly, the piece in the Kensington and Chelsea Chronicle was testing the water for a possible return to public life for Mark Daley, so might we expect the supporters of Barry Phelps to attempt a similar PR exercise soon?  Well, that might depend on how well things go for Mark Daley.  Phelps’ supporters could only take heart from a positive reception, or just a lack of protest, to any possible return to politics made by Mark Daley.  Just as Mark Daley’s supporters are becoming more and more vocal, so Barry Phelps can rely on his supporters who have been vocal from the day he resigned.  We remind our readers that the so-called “independent” member of the Standards Committee, Jennifer Ware, was outspoken in her support for Barry Phelps on his resignation.  Also, Gay Wilson, the spokesperson of the “Earls Court Village Residents’ Association” was quoted in the Kensington and Chelsea Chronicle in support of Phelps and even called for his reinstatement as Councillor!  See http://kensington.londoninformer.co.uk/2010/07/councillors-resign-over-email.html

But we should also remember that some of Phelps’ supporters also went so far as producing an extraordinary leaflet during the Earls Court by election, defending their man and attributing his resignation to some ridiculous conspiracy theory of his being ousted by a group of senior Conservatives.  You can read more on this here http://barryphelps.posterous.com/residents-groups-in-earls-court-back-pervert  There is even some conspiracy theory being circulated that Mark Daley was ousted by the Leader of the Council, Sir Merrick Cockell!  This painting of Mark Daley as a victim is as preposterous as painting Barry Phelps as a victim.  Both these individuals resigned from the Council over a very serious matter concerning Barry Phelps sending images sexualising young underage boys, using the Council’s email system, and evidence that Mark Daley was one of the recipients of this material on the Phelps exclusive list.  Any other reason for their resignation is ridiculous and has the serious implication of diminishing the importance of the issue of condemning child abuse images and protecting children from being the objects of sexual gratification.  Their conduct in this matter was more than sufficient and fully warranted their resignations.  Sir Merrick Cockell was right to accept their resignations.  The residents of the borough and public opinion would expect nothing less than their resignations after hearing of their conduct.  It reflects well on the Council that it took this matter seriously and after being presented with the evidence these individuals had to resign not least to maintain the integrity of the Council in child protection matters.

It is disgusting that political machinations appear to be manifesting themselves with respect to Mark Daley as well as Barry Phelps with a view to a rehabilitation of each individual by their respective supporters.  For the blog the fact that Phelps was a supporter of Cockell would not be a reason for him to deserve opprobrium and to resign, as his support for Cockell was a political matter.  In our opinion, the reason Phelps had to go was always about his sending emails sexualising young underage boys, using the Council’s email system.  This misconduct was of a totally different order, and although not quite reaching the criminal standard, it was nonetheless morally repugnant and totally unacceptable for a person in public office to behave in such a manner.  With Mark Daley, this blog believes that there are many important questions which he has not answered and it would be totally unacceptable for him to seek to return to public life without fully responding to these questions so that he has provided corroborating proof to exonerate himself from all concern arising from the existing facts concerning his being on the select recipient list of Phelps’ perverted emails.  As far as the blog is aware, it should be noted that Mark Daley accepted the allegations against him and resigned.   He did not contest in a public forum at the time the evidence against him.  These questions which he has so far not answered, and neither has his supporters responded to, are reasonable and he can expect that these questions will follow him wherever he might seek a point of entry into public life again.  This blog would not ignore the failure of Mark Daley’s story so far to respond to the obvious question of why he alone among all the Councillors on the Council was sent the perverted emails?  Why would Barry Phelps choose Mark Daley to send this material on spec to?  Phelps would need to trust somebody to send them such risky material, and this might explain why the known email list was very small, and yet Daley’s email address was on it. Then we have the testimony concerning one of the willing recipients of this material that he had to gain Phelps’ trust before being added to the list.  Considerations such as these make it very difficult for the blog to exonerate and pronounce Daley completely innocent.  In our opinion, we believe that the public would feel that he would need to answer all these questions to their satisfaction before he should make any return to public life.  Ignoring them is just not acceptable.  The blog would lack all credibility with its readers if we too decided to declare Mark Daley completely innocent as they would rightly point out the elements of his story which do not add up.  The blog will not support any initiative which seeks to rehabilitate Mark Daley and repackage him as ready for re-entry to public life, such as working for Boris Johnson’s re-election as London Mayor in 2012, or running for the Council again.

In the same manner, it is hoped that we have heard the last of Barry Phelps as a person holding public office or intending to run for some prominent political role.  However, after what has been reported concerning Mark Daley, we can no longer be confident that Phelps will not re-emerge in some public role and this would send absolutely the wrong message to society that people can engage in sexualising young underage boys and still find a way back to positions of influence and respectability. 

Email Scandal Ex-Councillor Mark Daley Seeks To Resume Political Career

Readers of this blog might know that our policy concerning ex-Councillor Mark Daley has been that as he had resigned as Councillor and had appeared to wish to remain in obscurity, this blog believed that there was no further purpose in focussing our readers attention on this particular recipient of Phelps’ emails as he had already paid the price of receiving them.  However, this situation has radically changed now that there appears to be a campaign to rehabilitate Daley and in some way prepare him for a return to a public role in politics.  This would be an absolute outrage in view of the evidence which this blog has presented, notwithstanding any further evidence which may be presented.

This blog has not been convinced by anything so far said in defence of Mark Daley for the reasons stated in the article posted on 27 August entitled “Mark Daley Revisited” which can be found at the following link: http://barryphelps.posterous.com/mark-daley-revisited-0

It should be emphasised that Barry Phelps’ pervert emails were sent to a select and small number of individuals, and did not constitute part of Phelps’ mass mailings on Earls Court matters, as Daley misleadingly implies.  It should also be noted that one of the willing recipients on Phelps’ email list has stated that he had to gain Phelps’ trust before being included on the email list.  Why was Mark Daley, alone among all the Councillors on the Council, a recipient on the pervert email list?  Are we to believe that this was just purely random, that Phelps just happened to include Daley on this list, perhaps risking Daley not taking too kindly to them and reporting him to the Council Leader, or even the police?

There are many unanswered questions concerning Daley’s role in being a recipient of the pervert emails.  We cannot accept uncorroborated and self interested statements which appear to be motivated by a desire to return to a political career, when the known facts appear to be incompatible with what Mark Daley is saying.  From taking an honourable decision to resign and return to a private life, which this blog believed he was entitled to have after sacrificing his political career, we can only view with disgust and dismay this cynical attempt to return to public life while not giving the full facts and answering all the questions concerning why he was one of the few individuals who were in receipt of Phelps’ pervert emails.  It is pure obfuscation to allege that he had blocked Phelps’ emails because they were about Earls Court matters that did not concern him, when the emails in question were never mass mailed by Phelps and are in a totally different category.  For these reasons, this blog will campaign to inform the public concerning the many questions concerning this man which he must answer fully and convincingly before he should ever re-enter public life.  There is nothing in what Mark Daley, or his defenders, have said so far which resolves the doubts and concerns about his role as a recipient of Phelps’ disgusting emails.  Indeed, it makes absolutely no sense for some individuals who are seeking to rehabilitate Mark Daley, for them to condemn Barry Phelps for sending these disgusting emails, while seeking to find excuses for Mark Daley on the basis of only his self interested testimony and nothing more.

Mark Daley Revisited

Is ex-Councillor Mark Daley an innocent victim as some have depicted him, or was he culpable and responsible for his own fate?

What of the other Councillor who resigned in the Phelps email scandal,  Mark Daley?  Not much has been written about this Councillor here as he was honourable enough to resign once it became clear that he was on the select group of individuals on the recipient list of Phelps’ pervert emails featuring images which sexualised young boys and were often accompanied by smutty captions.  The view of this blog has been that as Daley was honourable enough to resign, accepting his responsibility for being on the Phelps email list of this disgusting material, he has paid the price of sacrificing his political career and he should be allowed to return to a private life.

However, this blog is revisiting the matter of Mark Daley not to renew the obvious and just condemnation of him being on the recipient list, but to correct some of the mistaken and overstated comments of others who have spoken in his defence by going so far as stating he was completely innocent and that he should not have resigned.  This blog totally disagrees with these views and believes that Mark Daley made the right decision to resign. 

This blog  has been the main source of information and evidence for members of the public and for the press concerning the Phelps email scandal. It was established on the very eve of the announcement of the resignation s of Cllr Barry Phelps and Cllr Mark Daley.  The resignation of Cllr Mark Daley was a surprise to this blog,  as although we had evidence of Phelps’ emails which contained a recipient list, we did not know that a “Daley” that was part of an email address of one of the recipients was Cllr Mark Daley.  When this fact became public this blog was disgusted that another Councillor on the Council was in receipt of these emails. 

The following considerations should be taken into account by those who consider that Mark Daley is entirely innocent.  The recipient list that we know of was very small and exclusive.  Although Phelps is known for sending out unsolicited emails, he did not send out his pervert emails through which he obtained sexual gratification from young and under age boys, to all the other members of the Council.  Only the then Cllr Mark Daley was the recipient. The obvious question is why was he alone among all the other members of the Council a recipient of these emails? The other consideration is the duration in which these emails were received.  From the evidence obtained, we know that Phelps sent out these emails to this select list of recipients over many years.  If Daley was an unwilling recipient why did this continue for so long?  Why did Phelps maintain Daley on his list,  risking exposure and complaint about what he was doing?  Why is there no apparent record that Daley asked Phelps not to send these emails, and why did not Daley block these emails, or even change his email address or close down that email account?  More importantly, given that the emails sexualised young boys and contained smutty captions, and given also that Daley must have known that Phelps was sending these emails using the Council’s email system, why did he not report Phelps to the Leader of the Council or the Chief Executive?  Contrary to what some defenders of Phelps or Daley have stated, there are some images that Phelps sent in his emails which are blatantly sexualising young boys and are not innocent in any way.  A person with a sound moral sense would be outraged to receive such material and would not acquiesce in being on a recipient list without taking the strongest action to be removed from it at the very least, if not to actually report such disgusting material to the appropriate authorities.

But what should be of even more concern to those who believe Daley to be entirely innocent is the following fact.  This interesting fact comes from the individual who was a willing recipient of Phelps’ emails, who was formerly on the Committee of the “Earls Court Village Residents’ Association”, and who this blog has previously reported as having sent dog excrement to several residents in Earls Court.  This Committee member stated that it was very hard to get on this list as it was important to win Phelps’ trust.  This makes a lot of sense, given the disgusting content of what Phelps was sending and what was at risk for all of them if caught.  Phelps would need to trust his recipients that they would not report him to the authorities.  And none of his willing recipients did, including the then Cllr Mark Daley.  The blog would like its readers to know that some members of the Earls Court Society knew for some time about the Phelps’ perverted emails before the scandal became public, but did nothing to expose the matter, and indeed some have even come to his public defence.
